PM37195: IMPLEMENT NEW OPTION TO THE TURNOFF PARAMETER IN SQL/PA

Error description

• Implement  a new option to the TURNOFF parameter so user can
  take more precise actions based on the result of the explain.
  
  Currently, when SQL/PA detects that any thresholds are exceeded:
  - warning msgs, like ANL5010W and ANL5018W are issued and
  - ANLPGM31 ends with RC=12.
  
  We find some users use SQL PA in routines when they promote
  programs through the various test environments towards
  production. SQL statements are analyzed and should certain
  thresholds be met various triggers are generated.  SQLPA should
  not automatically end with RC=12 for warnings.
