Error description

• The following link explains what preferences the user should
  change in order to use the Rational Synergy Text Diff tool from
  Rational Rhapsody DiffMerge.  The problem is the menu item is
  not visible unless units are loaded into the DiffMerge Tool.

  There are two solutions:
  a. Modify the documentation to state that units need to be
  loaded into the DiffMerge tool for this Menu item to be visible.
  
  b. (preferred solution) Have the preferences available all the
  time and not just when units are loaded.
