PM35178: Import export Loses it Context menu element

APAR status

• Closed as program error.

Error description

• The work management context menu, sub menu element
  IMPORT/EXPORT, will never returns after the sub menu was
  disabled.
  
  Example that disable the sub menu:
  A previous selection made on a project where the user does not
  have the correct Project Security 'Can Import/Export' rights to
  enable the sub menu.

Problem conclusion

• Root cause for this issue is security validation. Validation
  is incomplete. Solution is to add condition and code to be
  executed if this condition is true, to complete security
  validation.
