PM34661: when archiving/restoring across databases which use the same RDS, ACLs are broken

Error description

• Problem
  If 2 databases both use the same RDS repository, the restoring
  of an archive (with specific access) from one into the other
  will result in a partial ACL.
  
  To Reproduce
   - setup 2 databases to use RDS
   - give a project a specific ACL (include more than just the
  Everyone group, specify access for a user or group)
   - archive the project and restore it into the other database
  
  The access specified for the Everyone group is maintained, but
  any other permissions are wiped.
  
  It should either not attempt to restore the ACL (as would happen
  if they weren't using the same RDS) or get the restore right
  i.e. restore it to how it was in the other database.
  
  Possible Workarounds
  Manually restore the ACL.

  On analysing the problem the UID returned by RDS was
