Error description

• The ToLMF_CAOPTN_SECMOVE_564convert map, from the Pack for Swift
  v4.2.6.1, fails to properly convert Swift MT564 data to LMF
  format when the data contains 98A and 98E tags with optional
  fields [Tag98a OptionE, (Decimals) and (UTC Indicator)].
  
  If the input Swift data contains 98A and 98E tags with optional
  fields, the content of 98E tag is not converted into LMF,
  therefore LMF has only one <DataTime> tag.
  
  When input data has 98A and 98E tags without optional fields,
  they are properly converted into LMF and the LMF has two
  <DataTime> tags.
