  This problem occurs when another process in the TOSI client
  application already registered with SCI.  When TOSI registers
  with SCI the second time in preperation for submitting the
  type-2 command, SCI rejects the request if TOSI doesn't
  register in the same key and state as the previous registration
  

Problem conclusion

• TOSI code has been modified to register with SCI the same key
  and state when it is called.
