• When a graph's possible range is either 0 or 1, the scale of the
  chart cannot be set correctly. By specifying a scale of 1, the
  rendered chart displays the following values on-screen for
  possible measure values on the Y axis even though the only
  possibilities are either 0 or 1:??1?1?1?0?0
