Error description

• If a jobstream has orphaned jobstream nodes (nodes that are not
  linked to other nodes), and those jobstream nodes reference
  jobstreams that exist within a folder, the folder is not
  included by default when creating a Package export.  Once this
  problem is introduced, it appears to persist within the catalog.
