Error description
Virtual member manager (VMM) joins a transaction if one is in progress, otherwise it creates a new one. If an exception occurs at any point during the call, the transaction fails, and may be rolled back. VMM cannot determine whether the transaction failed or succeeded based on the exception that was thrown. VMM should provide functionality to suspend active Global Transaction, and create a new one internally before calling VMM API.So, even If any call fails, the Global transaction of the caller will remain intact.

So when VMM internally fails in an operation, it sets Global transaction to rollback. VMM cannot determine if the transaction succeeded or failed based on the exception received.
Problem conclusion
A new custom property needs to be added to the security.xml file under WIMUserRegistry. <properties xmi:id="Property_1294045326812" name="com.ibm.ws.wim.registry.useGlobalTransaction" value="false" /> The previous line should be put inside the userRegistries tag for WIMUserRegistry generally ID is WIMUserRegistry_1. When the variable is set to false then VMM creates a NEW transaction internally, So no global transaction is affected. The fix for this APAR is currently targeted for inclusion in fix packs 6.1.0.39, 7.0.0.19.
