PM29270: EGL-Stored Pr: dont get the value of the OUT parameter when EGL debug

  Reproducible Y/N:
  Description of problem:
  When calling Oracle stored procedure from an EGL prepared
  statement, user
  don't get the values of the OUT parameters.
  This only happens when debugging EGL and not running generated
  java code.

  This problem happens in the EGL debugger when an Open
  statement calls a stored procedure is with a prepared
  statement.  The values of the stored procedure's OUT and
  INOUT parameters will not be updated after the call.
