  When copying label type information from an IBM Rational
  ClearCase administrative VOB (adminVOB) to a client VOB,
  ClearCase opens transactions in both VOBs at the same time.  The
  behavior should be such that the transactions in one VOB are
  properly terminated before access to other VOBs is executed.
