PM24129: RBD Debugger gets OOM exceptions

• User configurable option when starting Rational Business
  Developer for changing the default heap size for the EGL
  debugger.

  The amount of memory allocated for the debugger process is
  defaulted to -Xmx512m however larger applications can
  benefit from increasing this value. This has to be manually
  changed in each debug launch configuration though.
  

Problem conclusion

• A VM argument has been added so that you can change the
  default VM args used by the debugger. The following option
  can either be added to eclipse.ini or the RBD shortcut.
  
  -DeglDebugInitialVMArgs=?args?
  
  For example to use 1024m instead of 512m, set this to:
  -DeglDebugInitialVMArgs="-Xmx1024m"
