Problem conclusion
The N3/N4 address comparisons were checked individually, instead of as a whole and errors were being flagged even though the combination of the N3/N4 together was unique. Disabled/removed all the rules with these comparisons as we are waiting on a ruling to determine if the comparisons should be made, or if redundant data is allowed. Delivered in: hcip 4.3.1.1 and 4.3.2
