• The HIPAA type 4 rules in the 837 transaction for 5010 in the
  Service-Line-Level Name seem to be incorrect which cause false
  compliance check failures.

Problem conclusion

• The N3/N4 address comparisons were checked individually, instead
  of as a whole and errors were being flagged even though the
  combination of the N3/N4 together was unique.
  Disabled/removed all the rules with these comparisons as we are
  waiting on a ruling to determine if the comparisons should be
  made, or if redundant data is allowed.
