PM21606: FAIL TO RESTORE PLACES FROM QUICKR 8111 TO 8.5

Error description

• When running task "IMPORT_RESTORE_POINTS", working with imported
  archives, deleting them and afterwars running task
  "IMPORT_RESTORE_POINTS" again without running task "Purger" in
  between, import fails with following exception being logged:
  com.ibm.wps.ai.rt.impl.service.exception
  .CommunityExceptionImpl:
  com.ibm.wps.util.DataBackendException: EJPDB0038E: Multiple
  values were
  returned.
   at com.ibm.wps.ai.rt.impl.service.CommunityListenerImpl
  .findAppIDByCommunit
  yID(CommunityListenerImpl.java:851)
  

Local fix

Problem summary

• When running task "IMPORT_RESTORE_POINTS", working with imported
  archives, deleting them and afterwards running task
  "IMPORT_RESTORE_POINTS" again without running task "Purger" in
  between, import fails with following exception being logged:
  
  com.ibm.wps.ai.rt.impl.service.exception.CommunityExceptionImpl:
  com.ibm.wps.util.DataBackendException: EJPDB0038E: Multiple
  values were returned.  at
  com.ibm.wps.ai.rt.impl.service.CommunityListenerImpl.findAppIDBy
  CommunityID(CommunityListenerImpl.java:851)
  

Problem conclusion

• Task "IMPORT_RESTORE_POINTS" now checks for archives being
  deleted but not being purged before re-importing and purges
  the relevant ones automatically.
  Furthermore, when running task "Purger" it cleans any artifacts
  which may have been created out of multiple runs of task "import
  restorepoints" in problem scenario.
