PM21250: The hand cursor shows up when hovering over charts in Firefox even when they don't have drill through capability

Error description

• A report contains multiple charts. Some of the charts have drill
  through capabilities, some don't.   In Internet Explorer, when
  the cursor is hovered over charts with drill through
  capabilities the cursor changes to the hand symbol, when hovered
  over charts without drill through there is no change.   With
  Firefox, regardless of whether or not the chart has drill
  through capabilities, the hand cursor symbol appears.   It is
  therefore not possible to differentiate between drill through
  charts and non-drill through charts.
