Error description

The element in the root part (SOAP Envelope) has an href attribute (in the above example, that element is "dataHandler"); the value of the href corresponds to the value of the Content-ID header in the MIME part, which represents the attachment. These characteristics are what make this attachment Axis-style.
Problem conclusion
The JAX-RPC runtime was changed to properly deserialize Axis-style attachments. This same fix is included in V7 under APAR PM18083. The fix for this APAR is currently targeted for inclusion in fix pack 6.1.0.35.
