PM19808: Verbose background task messages may appear when a headless build completes

Error description

• When background tasks are still running after the successful com
  pletion of a headless build, a message is presented to the user
  on the command line. The user can then choose to view the status
   of these background tasks by pressing 'Ctrl+X'.

  The background task information is too verbose when there
  are still background tasks running in a headless build
  scenario.
  

Problem conclusion

• The fix is to change the output message to display the
  following only once:
  
  This application is waiting for background tasks to complete
  and if it is forcefully terminated then it may leave the
  workspace in an unknown state. For more information
  regarding the running tasks see the following file: ?path to
  file?
  
  The verbose output will be written to a file located within
  the workspace metadata every 2 minutes.
  
  The fix for this APAR is currently targeted for inclusion in
  the Rational Application Developer v7.5.5.4 and v8.0.2
  fixpack.
