PM18481: POLICY CALCULATION FAILS WHEN AN APPLICATION HAS NO TEMPLATE

Error description

• A NullPointerException could occur in a hash code calculation of
  the policy processing for composite applications. This could
  happen when the application did not reference a template any
  more. Mostly like this happens during a migration. Another
  reason can be moving a backup from one server to another.

• The code was changed to take into account that no template might
