Error description
In some instances, during place migration, one or more places may fail. In the event that the place failures are addressed, the expected path is to be able to run the place migration import for those failed places. Current behavior is that in the event that the place migration import is run again on a place that has previously been at least partially migrated, the place data is cleaned up. The resulting migrated place is then empty. The desired behavior is that the place data is left alone (not deleted) and only the CAI instance cleaned up.

Problem conclusion
The code was changed so that the business component handlers of custom components are not invoked any more if an application needs to get purged during migration. This way no business data gets deleted.
