PM17289: CCRC is not displaying the 'Chinese character' in Naming servic e correctly for element/version creator information.

Error description

• The problem is that CCRC is not displaying the  'Chinese charact
  er' in Naming service correctly for element/version creator info
  rmation.
  The Naming service means NIS, LDAP or file service(/etc/passwd e
  tc.).  In my example, in LDAP, cn field with Chinese character
  can not be displayed correctly. In /etc/passwd and NIS, 'descrip
  tion' field with Chinese character can not be displayed correctl
  y.
  
  Another related issue is:
  The version created by CCRC user, whose 'CN' field is Chinese ch
  aracter, the 'creator' information in CC native client was displ
  ayed
  as messy code. While the version created in native client by the
   same user, the 'creator' information can be displayed correctly
  .
