PM17238: ORF CHANGE APPLY TERMINATES WITH RC20

APAR status

• Closed as program error.

Error description

• ORF issues a WTOR to handle BMPs it needs to stop.
  When that WTOR times out, ORF will retest the BMPs.  This
  test fails due to an overlay.  This then creates an invalid
  command for TOSI, which can be seen in the IMS joblog.

• HRFOREO2 has been changed to reset the correct TOSI
