  After applying PTF PM12985 the change apply log did not get
  registered. The log is suppressed when no changes had been made
  The changes to the apply module did not indicate that there had
  been changes during the apply process.
  

Problem conclusion

• HRFOAPL1 has been changed to set the change flag properly.
