Problem summary

  * USERS AFFECTED: All users of QCF3.1.                         *
  ****************************************************************
  * PROBLEM DESCRIPTION: Long running BMPs are iwaited even      *
  *                      though the queues are empty.This        *
  *                      happens when the messages inserted by   *
  *                      these BMPs become more then IWAIT       *
  *                      percentage. The messages have been      *
  *                      removed from the queues and the queues  *
  *                      are empty,but the couters for the BMPs  *
  *                      continue to grow and there is no reset  *
  *                      for these counters.                     *

  * RECOMMENDATION:                                              *
  ****************************************************************
    The QCF3.1 overflow protection programs have been changed to
  skip all checks if the queues are below the lowest percentage
  set in the AREA control cards.
    The change does not completely remove the possibility of
  iwaiting  long running BMPs if the queues build up.
    If the queues are above AREAs percentage and a long running
  BMP issues a new message, QCF checks the counter of all
  messages inserted by this BMP and iwaits it, if this counter
  is large enough.
    Also several samples have been changed in this APAR.
  

Problem conclusion

• Install the APAR to avoid iwaiting long running BMPs when the
  queues are empty.
