Problem summary
Connections to RTC cannot be closed by RQM due to leaking sockets in CLOSE_WAIT in ChangeRequestCollector.
Problem conclusion
Code was added to call the closeConnections function on the RemoteTeamServers created by RQM. This causes the sockets to go briefly into TIME_WAIT and then disappear instead of persisting.
