Problem summary
When users log out of RequisiteWeb, the floating licenses are not being released immediately. It take ~40 minutes for the license to be available again.
Problem conclusion
The problem is because for each Check-out should be a Check-in pair but when multiple rqproxy.exe processes are created a check-out for each occurs but only one Check-in occurs when logging out from RequisiteWeb. This cause the license taken to keep silently by other rqproxy.exe processes. They release the license until the timeout period is reached or when the user kill them manually.
Temporary fix
