PM11940: BMT-MD-3602 AFTER UPGRADE TO 8.4.1

Error description

• This is similar to COGCQ00088639 but that is closed and it's not
  very clear what it is fixed in.
  
  Attaching a client testcase.
  
  In 8.2, there is no problem, problem occurs after upgrading to
  8.4.1 FM. You get a message stating that all model segments
  could not be loaded, but if you look in the model, they actually
  are properly loaded.
  
  Error:

  BMT-MD-3602 Unable to link model segment. The following items in
  the
