  The content type for XSL Files with DTD references is not
  always correctly handled. If the DTD location resolution
  performed during the parsing process is not successfull, the
  XSL file will not be correctly recognized.
  

Problem conclusion

• The parser is corrected to support cases where DTD documents
  are being referenced.
