PM11660: WRONG REFERENCE HANDLING WHEN RESTORING 6.0.1.X BACKUPS

Error description

• There is an error when instantiating an application from a
  template,
  where the template was created from a restored legacy archive
  (from portal 6.0.1) containing a WCM component.
  
  Steps to Reproduce:
  Create an application portal 6.0.1.x with a WCM component.
  Archive the application.
  Restore the archive on a migrated portal 6.1.x.
  Enter the restored application and save it as a template.
  Create a new application using the template.
  The application creation fails with an error.
  
  The restore process did not correctly recreate variable
  references. This caused the inclusion of unresolvable references
  in the template. The references are now correctly recreated with
  this APAR.
