PM11306: ABEND ATCV when a transfer is done within a form validation function

Error description

• User is seeing an error when transferring to a program.
  
  When the transfer is done from an form validation function, and
  abend ATCV occurs.
  
  
  This error occurs only in Rational Business Devloper generated
  programs, and not in the corresponding VisualAge Generated
  programs.

  The application was doing both a set validationmessage and a
  transfer to program, from within a tui form edit function.
  These conflicting calls caused some confusion, and ended up
  with an abend.
