Error description

• The Portlet-Container fails to handle Request-private render
  parameters correctly.
  

Local fix

Problem summary

• The JSR 286 specification defines multiple methods to query
  parameters from the portlet request, e.g.
    PortletRequest.getParameterMap() - returns all parameters of
  the current request
    PortletRequest.getPrivateParameterMap() - returns all
  parameters except for the public render parameters
    PortletRequest.getPublicParameterMap() - returns the public
  render parameters
    ResourceRequest.getPrivateRenderParameterMap() - returns the
  private render parameters
  
  Currently the portlet container does not correctly
  distinguish between the different types of parameters in these
  methods and getPrivateParameterMap(),
  getPrivateRenderParameterMap() and getPublicParameterMap() may
  not work as defined, i.e. may not return the according
  parameters or may not return any parameter at all.
  

Problem conclusion

• The portlet container code is changed to correctly
  distinguish between private and public parameters in the
  according methods.
