Error description

• Backup/Restore operation is setting some meta-data on the
  application.
  This is causing the last-modified time to be changed on the
  application, too. Backup/restore operations should not result
  in time stamp update on the application.

  - Open administration console
  - Select an application to backup
  - Notice the application last modified time is updated
  
  This APAR modified code flows that can cause an update of the
  last modified time.
