PM09864: Puma API searchUserByName and searchGroupByName does not handle input with apostrophe correctly

Error description

• When using the Puma API searchUserByName (e.g. when using
  PeopleFinder search by name) and the input String
  contains an apostrophe ('), the search will fail with error
  message like:
  com.ibm.wps.util.DataBackendException: EJPSG0015E: Data Backend
  Problem com.ibm.websphere.wim.exception
  .WIMApplicationException:
  CWWIM3006W The '@xsi:type='PersonAccount' and ((cn='O'Neil*')
  or
  (givenName='O'Neil*') or (sn='O'Neil*') or
  (displayName='O'Neil*'))' search expression is malformed.
  

Local fix

Problem summary

• When using the Puma AP searchUserByName (e.g. when using
  PeopleFinder search by name) and the input String contains an
