PM09768: XMLACCESS CREATES PORTLET CLONES WITH INCORRECT LOCALE INFORMATION

Error description

• Portlet clones created with XMLAccess have bad non-English
  titles when XMLaccess copies an English title from the servlet
  descriptor to all supported non-English locales.
  
  Fixed xmlaccess code so that only the explicitly
  specified locales should be processed and empty locale titles
  are left blank as done when a clone is created via the Portal
  Adminstration page.

Problem summary

• XMLAccess portlet clones create bad non-English titles by
  copying English title from servlet descriptor to all supported
  locales. Instead only the explicitly specified locales should be
  handled. Everything else should be left blank as done by the
  admin portlet.
  

Problem conclusion

• Removed special treatment of XMLAccess requests in command that
  is responsible for cloning portlets.
