Error description

• DB2 Object Compare Tool can result in rc12 in step T03COMP due
  to oncode451 storage condition. Error messages appear similar to

  GOCC034E - Program GOC2CMF detected an ONCODE condition 451 -
  ALLOCATE failed because of insufficient storage, in MASK_STRING.
  .
  IBM0451S  ONCODE=451  The STORAGE condition was raised.
           From entry point MASK_STRING at statement 2954 at
  compile unit offset +0000120A at entry offset +0000120A
  .
  Additional symptoms: SOS Short On Storage
  

Local fix

• Increase REGION=, checking that the IEF374I message shows the
  increase was not capped
