  * PROBLEM DESCRIPTION: When IMS Recovery Expert executed and   *
  *                      retrieves the RECON data set names from *
  *                      the RECONID record, if the RECON3 data  *
  *                      set name is not present, then the job   *
  *                      will abend with U0030-07 for an invalid *
  *                      RECON3 data set name.                   *

  When the RECON3 data set name is blanks in the RECONID record,
  it contains hex zeros and not blanks to represent the field.
  This causes the code to incorrectly detect that the name is not
  specified and tries to allocate a RECON3 data set with an
  invalid name.
  

Problem conclusion

• Code has been changed to correctly detect the presence of hex
  zeros or blanks in the RECON3 data set name field and not
  attempt to allocate a RECON3 data set in this case.
