PM08457: Reqweb 7.1.1 - Project is not pre-selected when 'Create a Projec t' is disabled

Error description

• Problem: Prior to upgrading to 7.1.1 - the customer found that w
  henever he re-visited the ReqWeb logon page, that the last proje
  ct that was opened was pre-selected in the drop down list.
  
  Now, with ReqWeb 7.1.1 - everytime the customer goes to the ReqW
  eb logon page, it's set to 'Select a Project'
  
  This issue is easily reproducible when the 'Create a Project' op
  tion is disabled in ReqWeb.
  
  The issue is reproducible in both IE and Firefox.
  

Local fix

Problem summary

  ReqWeb logon page, it's set to "Select a Project"
  
  This issue is easily reproducible when the "Create a
  Project" option is disabled in ReqWeb.
  
  The issue is reproducible in both IE and Firefox.
  

Problem conclusion

• Check if "DisableCreateProject" parameter is configured, so
  added a validation that check if the create project option
  was selected is not executed, because that validation was
  setting the value of the list in the first position as
  selected by default.
