PM08409: ZIPPED TEMPLATE IS ALWAYS CONSIDERED TO BE 6.1

Error description

• Composite application templates can come in either zip or
  xml formats. As well as this, Portal 6.1 supports the use of
  Portal 6.0 templates. A portal 6.0 template zip need only have
  three
  files:
  template.xml, template-binding.xml and template-metadata.xml
  (e.g. it doesn't need properties files that 6.1 templates need).
  Trying
  to import a 6.0 template (with only these three files) onto a
  6.1 server
  fails.
  
  Steps to Reproduce:
  - Export a template from Portal 6.0 (it should be exported as a
  zip)
  - Open the zip and delete all the properties files
  - Test that the import still works on 6.0
  - Try to import to 6.1
  - Template import fails.
  
  This APAR changes the template version check to also accept 6.0
  templates exported as zip.
