PM07591: BACKUP AND ARCHIVE FAILS

• Closed as program error.

Error description

• In Quickr, composite application backup and archive functions
  are only exposed to the server admin, not to members of the
  place. The server admin isn't granted access to the pages inside
  a place though, so when you attempt to backup a place, there are
  a series of errors in the logs and the page structure of the
  backup is empty.

Problem conclusion

• This APAR changes the CAI component so that even if an admin
  backups an application/place where he is not owner of - it is
  guaranteed that all portal artifacts are serialized into the
  backup files
