Problem summary

  * USERS AFFECTED: Users of IMS Tools Base V1.1                 *
  ****************************************************************
  * PROBLEM DESCRIPTION: This APAR is an enhancement to          *
  *                      Policy Services, that provides          *
  *                      the first level of recovery.            *
  ****************************************************************
  * RECOMMENDATION: Install the recovery APAR.                   *
  ****************************************************************
  This APAR will prevent termination of the using IMS Tool if
  a system failure occurs within the Policy Services Code.
  Policy Services will return control to the IMS Tool following
  a Policy Services failure and insure that Policy Services has
  performed it's necessary cleanup and will continue to keep
  Policy Services active.  It will be up to the IMS Tool as to
  continue with sending requests to Policy Services or to
  terminate Policy Services and/or the IMS Tool.
  If there is a retry by the IMS Tool and there is a second
  failure, Policy Services will take a dump and terminate.
