Error description

WebSphere Application Server Plugin reports MaxConnectionsLimit
reached and returns a 503 error even though
MaxConnections="-1". Problem began after upgrading IBM HTTP
Server and Plugin from 6.0.2.31 to 6.0.2.37.

Plugin's connection count might decrease the by two instead of
one when a connection ends.

Problem conclusion

The code was modified to ensure the connection count is only
decreased once per connection

The fix for this APAR is currently targeted for inclusion in
fix packs 6.0.2.41, 6.1.0.31 and 7.0.0.11.  Please refer to the
