PM05100: Filenames that contain characters with an umlaut do not download correctly

Rational Change Fix Pack 1 (5.3.0.1) for 5.3

APAR status

• Closed as program error.

Error description

• When a file is uploaded to Change, the filename is correct where
  the filename contains a character with an umlaute, e.g. ?.
  However when the file is downloaded, the filename is corrupted.
  
  Steps to reproduce.
  
  1. Create a simple text file in Windows where the filename
  contains a character with an umlaute.
  
  E.g. t?stFile.txt
  
  Tip: To create the character ?, type: alt plus 137
  Full list of characters can be retrieved from
  http://chexed.com/ComputerTips/asciicodes.php
  
  
  2. In Change Submit a CR, and during the submission, attach
  t?stFile.txt to the CR.
  
  Note: The correct filename is displayed on the page.
  
  
  3. Return to the newly submited CR and click on the download
  link.
  
  Note: On the newly opened page, the filename is correctly
  displayed.
  
  
  4. Click on the Download button.
  
  Note: In the dialog that is opened, the filename is not
  correctly displayed. The filename is displayed as t%EBstFile.txt
  
  5. Save the file to the desktop.
  
  Note: The saved filename remains incorrectly displayed.
