Error description

• DB2 Log Analysis Tool Table Versioning logic had an issue with
  deletes and could possibly have flagged the delete as requiring
  Table Version 0 - when in fact the delete log record was at the
  current version. This fix corrects the problem with the deletes
  and allows them to be processed without needing Table Version 0.
