Error description

• Error message INZT035E TEMPLATE ERROR: DSN VARIABLE &DB. HAS NO
  VALUE is generated when unsupported SELECT is specified using
  SQL (DB2 FORCE or DB2 YES) and Template processing is used.

  Additional Symptoms:
  1. Incorrect output when running a job that selects from the
     DB2 catalog. HPU is padding the output record with junk
     (non-blank) charecters from column 40 to column 80.

  1. Module inzutil7 was changed to test APF authorization and
  issue error message INZCE0322 if not running with APF
  authorization.
  2. Module inzctrlh was changed to set the default value UNKNOWN
  to the &TS, &DB, &SN variables.
