Error description

• This APAR will address the following problems:
  -  Added ability to specify DFSRESL in CLIST for IMS
     Operations Manager.
  -  /CCFMOD failing when FMTLIB parameter used.
  -  /CCFMOD MODBLKS not working when a member of the CCF
     group was a DRD system.
