• Closed as new function.

Error description

• A requirement to have the //IPIOPTS date conform to the ISO
  Standard (IS8601) is needed.
  Currently '/' is the only acceptable delimiter in yyyy/mm/dd
  format dates.
  IMSPA is to be modified to tolerate '-' in dates, for example
  2009-10-25, while still allowing '/'.
