PK99542: UNABLE TO REMOVE PAGE TITLE

Error description

• After setting a page title or description you cannot remove or
  delete it.  Attempting to do so makes it appear to be removed,
  but it returns after you navigate away from and back to page
  properties.

Problem summary

• Once set, it is not possible to remove the title or
  description of a page. Although the title/description at first
  looks like it is removed, upon leaving and re-entering the page
  properties the title/description will re-appear as the removal
  is not made persistent.
  

Problem conclusion

• With this fix, title and description that are set to an empty
  string are no longer ignored by the logic that updates the
  database.
