• If CATDS(Y) is specified, VERIFY will only check catalog info,
  not from RECON if it is not cataloged. And ALLOC and OPEN will
  not continue if the DBDS is not cataloged.

  With VERIFY and CATDS(Y) option, only catalog information will
  be provided, all of the data from RECONs, such as volume serial,
  will be ignored from the report because it is misleading. Also,
  if a data set is not cataloged while CATDS(Y) is specified,
  the ALLOCATE or OPEN function with VERIFY will not be performed.
