Error description

• Customer's problem applies to OmPE CUA Interface.
  
  The qualifying rules for thresholds on Active Threads
  aren't working. It seems that rules are working only
  for excluding threads.
  
  In the example sent, for IDBC (In DB2 CPU time) if customer
  makes a rule for a specific plan, with EXCL set to NO, and
  the thresholds are set to WARNING 500 and CRITICAL 2000,
  even though for this plan the IDBC value is 1347, it will
  still show up in red, when it should be yellow, which means
  that the rule wasn't applied.
  
  However, if the same rule is set, but with EXCL set to YES,
  then the warning is removed
