The IBM HTTP Server does not log 408 to the access log when an
HTTP request is not sent within the timeout period.

When a timeout occurred reading a request, IBM HTTP Server was
either not logging anything in the access log, or logging a 400.

Problem conclusion

An option was added to change the IBM HTTP Server behavior so
that when a timeout occurred while reading a request, it would
log a 408 in the access log.

To enable the change in behavior, set the environment variable
IHS_ENABLE_408 to any value.  On Unix operating systems, it is
easiest to add this to the <IHS_INSTALL_DIR>/bin/envvars file.
On Microsoft Windows, you must add it to the system
environment variables and restart the system.

This fix is targeted for IBM HTTP Server fixpacks:
- 6.0.2.41
- 6.1.0.31
- 7.0.0.9
