Error description

Creating a cluster member using a cluster member of a different
cluster as a template fails to carry over the template server's
resources to the cluster scope of the new cluster.  The new
cluster receives the default cluster resources instead of
getting the template server's resources through resource
promotion.

One possible message that is seen is:
WKSP0022E: File validation failed --
com.ibm.ws.sm.workspace.WorkSpaceException: validateFileLength:
File "/usr/WebSphere/appserver/profiles/Dmgr01/wstemp/3506862/
workspace/cells/cellname/clusters/cluster1/resources-pme.xml"
is zero length.

If customers try to create a cluster member using a cluster
member of some other cluster as a template, the template
server's resources are not promoted correctly to the new
cluster's scope.  Instead, the new cluster is given the
default cluster resources.  An exception like the following
may be seen -

Problem conclusion

There was a bug in the workspace file copying code that tried
to copy files which were of length 0.  This bug has been fixed.

The fix for this APAR is currently targeted for inclusion in
fix pack 6.0.2.41, 6.1.0.29 and 7.0.0.9.  Please refer to the
